Thank you again for everyone who has helped me figure out how to setup this EISY unit.  Today, I figured out how to create scenes and things seem to be working as in would expect.  
 

The client has multiple Insteon keypads.   I have created three scenes that correspond to three buttons  (B, C, and D) which turn on three lights in the Dining room.   Client is asking that Button E will automatically trigger the three scenes that are attached to Button B, C, and D.    So bottom line is that the client wants the flexibility to turn on or turn off a single light by pressing a single button plus they want the ability to trigger all three scenes by pressing Button E.
 

scene B - Button B is the Controller and Light 1 is the responder

scene C - Button C is the Controller and Light 2 is the responder

scene D - Button D is the Controller and Light 3 is the responder

scene E - Button E is the Controller and Button B, C, D are responders

what is happening is that Button E turns on the three lights but if I press Button C, Button E also turns on.  
I also tried to change the scene so that Button E is the Controller but Light 1, 2, and 3 are the responders

 

does anyone have an idea about what I’m doing wrong or a suggestion about how to get the behaviour that the client wants?

If button c is turning on button e, then your scene as controlled from button c has button e as a responder

So you are thinking that there is a link buried in the keypad that is confusing me?

Take a screen shot of your admin console while displaying the Keypadlinc node for the E button, like below (that example is for my "A" button) and post the image.  We want to see the Membership list as shown on the right hand side.
