Admin Console Endless "System Busy"

Weird issue with the Admin Console when I start it up the last two days. When AC starts up, I am getting a prompt to "Agree" to the license (this eisy has been in my system for a year or two) which I've previously agreed to and then another popup "System Busy" which goes from 0-100% and then pops up again endlessly. I have tried resetting start.jnlp and nothing changes. There should not be any traffic on the eisy that would cause this sudden behavior that I know of. HOW do I get use of AC again?
