Error and Memory light blink

What does it mean when the error light and memory light blink on the ISY? Seems like it blinks about every other time I have to power it up. BTW, I entered the IP and MAC address manually to set the DHCP. I have "IP-MAC Bind" checked.

ISY can not communicate with your router.

I have seen mine blink after a power loss sometimes. I think in my case the router may not be totally done booting before the ISY994i tried to communicate with it.
