New system.."Start linking" fails

I'm a brand new Insteon user. All new stuff. The plan is to replace some 20 year old X10 devices with Insteon equivalents. So far, it isn't going well.

Equipment (all received today):

ISY994i. I updated the firmware to 4.0.5. It didn't help.

PLM is 2413S. Sticker says V1.B 1322.

Running the ISY console via a browser (Firefox) or direct via the local Java image produces the same result. Java reports it is current and up to date.

I press the "Start Linking" button and the PLM makes a little squeak and begins blinking its LED. I have yet to see a pop-up message with a FINISH button to press. Instead I may get one or both dialog pop-ups reporting "Discovering nodes; Retry" (dismissable via an OK button) and/or a non-dismissable progress bar displaying "Please do not power off/unplug the system or make adjustments to linked/attached devices". After several minutes the PLM will squeak again and stop blinking its LED but the progress bar does not remove itself.

Since I have no Insteon devices anywhere, it isn't a problem to reset everything which I believe I have done over and over. Factory reset of the ISY, no help. Reset of the PLM - no help. "Delete modem" followed by "Restore modem" - no help. Some tidbits:

If I open the event log window and leave it up while it does the "Start linking", the window remains empty. If I "Start linking" then attempt to save the error log, I am presented with a pop-up dialog "Discovering nodes; retry OK". I close the admin window, unplug the ISY, power cycle the PLM, reapply power to the ISY and restart the admin window. Then save the error log:

The PLM Info/Status option shows it's connected and appears happy but it shows 24.1B.23 v9B in case that means anything.

Any ideas? Bad PLM? Bad ISY? Something else I could try? Thanks in advance.

BTW: In case it matters, Windows 7 Pro/64 (6.1, build 7601).

"I press the "Start Linking" button and the PLM makes a little squeak and begins blinking its LED. I have yet to see a pop-up message with a FINISH button to press."

When the popup with the Finish button does not appear it means the data the ISY is trying to push out to the Admin Console is being blocked. Usually a problem with AV. Are you using Kaspersky or Avast? They are the usual culprits but not exclusive. The ISY has to be put into the trusted or white list (?). I don't use either of those AV products but I think that is the terminology.

Since the Finish button does not display Start Linking does not terminate. It is necessary to reboot the ISY to clear the Start Linking.

I use Zone Alarm and in my case. The ISY994i's IP address had to be added to the Trusted Zone.

I also had problems with Avast as LeeG mentioned.

Thanks, that was it. Kapersky. I disabled it, rebooted the PLM+ISY and restarted the console and it worked. I don't know where to whitelist the ISY's IP in Kapersky's setup, but I'll figure something out.
