Unable to see all Elk zones in ISY

Looking for some guidance in resolving this last issue, I am almost complete with my first ISY/ELK build but can't seem to get the ISY 99i to see all the input zones on my ELK. The ISY sees 20 of the 23 zones, I have confirmed that zones 21,22,23 are all programmed identical to the zones 1-20.

 

Any help would be greatly appreciated,
