The following is being posted to the error log every 5 seconds - is it a bad device and how can I identify the device?

Firmware is 4.1.2 - Nothing has changed in my network for a long time. Can you please explain what a portal means in this context. One of my outdoor insteon motion detectors may not be working well - could that be this problem?
