Can someone please tell me why I get this error and how to fix it?

I get "Socket Open Failed java.net.SocketTimeoutException" very frequently and its very annoying.  What do I need to do to fix this problem?

There are two cases:

1. Computer or ISY no longer have a network path to each other 

2. ISY is too busy

 

I would start with the Event Viewer to see the traffic on ISY and how busy it is. It's definitely NOT normal so there might be some programs that are going into a loop.
