2473 outlet cannot determine device link table address

I have an ISY with about 10 devices working great. My problem is I have one outlet that I have tried two different new outlets in and I can't add it to the devices.

 

I get an error about cannot determine device link table address

 

I have my elk currently offline not sure if this is causing and issue but I would think it wouldn't

You've got poor communication with the device.  I'm guessing your electrical legs aren't bridged.   Do you have access points, range extenders, lamplincs or on/off modules you could plug in nearby?

Also determine which other (non-Insteon) devices are on the same circuit, especially electronics. If that are any, unplug and/or disconnect them and try again. If that works, then you'll need a filter. BTW, turning electronics off is inadequate, they must be unplugged or disconnected.
