Possible to only use half function with Coho?

Is it possible to limit echo to only an on or off for a given device or scene. For example I want to be able to only turn on a given light via echo but not turn off?

Program with Then and Else the same?

Along the same lines as what ScottAvery suggested:

1. Remove the spoken word for that scene in the Portal

2. Make a program that only has Then and which turns on the scene. Don't put anything in Else

3. Create a spoken work association for that program in the Portal

Guys thanks for the suggestions. I was thinking along those lines but was wondering if there was a more elegant method.
