Is there a way to generate a report that shows a list of programs that use a specific scene or device on the ISY?

Not that I know of. You can run a Topology report which will show what devices are in a scene but not programs that are associated with the scene.

Using the admin console you can right click on any program in the program tree, and do a search for Programs, variables, devices, etc.. including a raw text search.
