virtual devices easy way to support var with global scope

It would be great and easy to implement asap if we could create a virtual device to be used as a var to turn on and off in program just a simple way to control programs and scenes open so many doors quickly.........Just allow us to add device as a v device with one function on and off keep it simple so we can have it quickly I saw another thread about this but it has been a year and it is getting confused with program var where is should not it should just be a another device only.......
