ISY994i supports INSTEON and you will need a PLM (2413S) for it to work otherwise it goes into safe mode and nothing will work. ISY994ZS PRO is for Smart Meter communication only. During the checkout, you have the option of adding Z-Wave or INSTEON support. But, if you choose neither, it will still work. So, if you don't have any INSTEON, you MUST get ISY994 ZS PRO.
