As mentioned above - this is the decision of the device vendor - not the hub vendor. If you are concerned about users altering parameters - it sounds to me as if you should consider not using zwave - as this is a common issue with this standard. Each vendor does their own thing - and sometimes changes between versions. You really need to keep a cache of documentation for devices you have. If you were to stick with Insteon you'd only have Smarthomes drifting standards to contend with...
