I have my whole home completed with Insteon dimmer switches 

I had them all linked to the Insteon hub and then bought a ISY 

I moved all my devices moved to the ISY and then I removed the devices from the Insteon HUB and removed it from my network.

 

the problem I am seeing it all my lights work fine and turn on and off outside the ISY software 

what I am seeing is example 

dinning room light are 2 switches, I walk up to the switches and turn them on they come on if I turn them off they turn off

if I turn them on from the ISY software they will not turn on 

 

I look at each device and it dose show applied locally 

is this my issue 

How are you controlling them from the ISY? Are you controlling the scene or individual devices

if I go to the  individual devices (controller) ti turn on 

responder will not turn on or off 

 

If I go the the scene the scene will not turn on or off 

 

I may just do a rest of both device ,remove them from ISY and start over 

Controlling an individual device will only control that device not others attached to it. You just control the scene for all devices to work.

I suspect you've configured your devices in the controller but did not configure the scene too
