I've been looking in to Z-wave receptacles and it appears that you only have one that is controlled. Are there any where both outlets are controlled?

Not that I've ever seen. Only insteon makes a dual outlet. There are plug in modules with multiple controls

However they are both synced.  Do not act independently.

Could get a single outlet and plug in a zwave plug in module into the always on receptacle.

I'm thinking that using a plug in module with the always on receptacle would work in those few places where I'd like to have both receptacles controlled.
