Linking is stuck

Running 5.2 on ISY and console.  This also happened with 5.16.

If I go into link mode and do not have a device to detect, the link mode times out and the finish box is displayed.  When I press finish the linking process status is displayed again.  It cannot be closed.  When it reaches 100% it starts over again.  It will go on forever.  The ISY stops executing programs and will not send on/off commands to devices.  The fix is to power off the ISY and let it boot up.  Standard fix for computers.  Just annoying.  I can prevent the problem by having a device to link.   Might just be an undocumented feature.  I saw a report of this problem from last January.  His fix was to update to current software which probably also interrupted the process.
