For what it is worth, I have been having the exact same problem for many months now. Each time I log in to the admin console, I get the " can not communicate message " for from 2 to 7 devices. It drives me nuts.

I then query the device or turn it on or off and it works without any problems.

I have tried different versions of software...( current at 5.3.4 ) It happens across all types of devices very old and relatively new dual band ones. It also is not always the same devices.

I have been trying to determine a pattern.... no luck.

My only guess at the moment, since I have seen so many problems with PLMs on here, is that maybe my PLM is dying a slow death.

I am in the process of migrating to a Polisy and a brand new usb PLM.

If I find anything out I will post it here.

You have a comm noise problem at the time of your system query, usually set in the middle of the night.

When you manually query or operate the device the comm noise is not present.

This is not likely a PLM problem.

New information-  So far I have only been working with the 2456S3's from the admin console. I was in a jam and needed to get the lamp post working, so I went ahead and put one of the V.28 2456S3's in it. I was startled to discover that I can control it flawlessly from the Mobilinc Pro app on my smartphone. The status updates correctly every time. The way I see it, this means the 2456S3 is ok, the PLM is OK, and the fault must be in the ISY firmware.

What think ye?

My suspicion is that they DO work, but the response is coming too late and the ISY gives up before it arrives.  Wish there was a way to make it wait a bit longer.

Assuming you don't have the Zwave 300 dongle and you're still on 5.0.16 firmware you may want to try updating the ISY firmware to 5.3.4. It's a painless update and may fix your issue.

Another update- Now it's working fine everywhere- even thru the admin console.  When I was trying to configure the 2456's in the house, I tried them on several receptacles but they were always on the same phase as the PLM.  The lamp post is on the OTHER phase. This is the first time I've had something work better on the opposite phase.

I don't understand everything I know about this, but at least everything is working now.  Thanks to all for the suggestions and info.

Good to see you got it working.

A thought that may or may not make a difference. The v.28 2456S3 is the original I1 Insteon Protocol. It used a Peek and Poke method for communicating. That was eight messages for one byte of data.

I don't have a chart of when the later I2 and I2CS. Added the Extended Insteon messaging. That was one message for each byte of data and a check sum added for I2CS.

That was much less needed communications to achieve your goal and being a power line only could possibly make the newer ones more reliable communications wise.

Could also be getting the messages to the other phase was more reliable through a module on that phase. Especially if it was a Dual Band using Insteon RF and not on power line coupling to the other phase.
