You've got to do like @Techman and @MrBill now suggest and setup a scene. And, just so we're clear...are you migrating from an Insteon Hub to the ISY with PLM? Have you performed a factory reset on all the devices before adding to the ISY? It's possible your hub stored links in the switches that the ISY won't know about and you've made a cascading issue of failures when moving to the ISY. It's suggested to perform factory resets to the devices to clear out previous programming. At least for easy to reach devices. There is a process when adding to the ISY to clear prior links, but it's not always as final as a device factory reset.

Well I've tried factory resetting twice and it didn't seem to do anything. Is there a risk to doing factory reset multiple times?

That one works perfectly fine. I will check on the wiring later and see if that is the issue. If it is, is there a way to replace it with a regular dimmer switch not a smart one? Like if I had a smart switch and a regular switch that both control the same set of lights, would that be an issue? This is where providing ALL of the information about your situation helps. This is a 3way setup which is why 1 switch works and the other one doesnt. Once you factory reset the device, the links were erased. You just need to relink it to the main switch.

But yes, as for those other switches that aren't working manually or with the computer, I'm going to check on the wiring tomorrow and see if that is the issue. Thank you to everyone for your advice and patience! So sorry about that! this isn’t really different that the hub, with the hub you also need to create a scene to link the switches. Since you’ve factory reset twice the links don’t exist. You need to create a scene. You need to add BOTH switches as CONTROLLERS (not Responders). Then either switch will work manually, and from the ISY or a program you control the scene.
