Program help - Cant get the And and Ors working correctly

I have this program and it keeps firing even though some of the items are false. Media State is Stopped. This works OK if I remove all the other things after And. In the nested And at least two of them are false/0 but it still keeps firing. Surely of any of the four in the And are false it shouldn't? Thanks for any pointers.

The "is not 100%" puzzles me as a gottcha'

Why not use "On" as some devices may have a round off error and show 99%?  I am not sure if this problem can still exist but IIRC it gave some problems years back.
