The routine should have remained intact with the exception that what, "Alexa Will" do needs updating as the device, scene, and/or program is gone. But, if you deleted them, then they need re-creating as you've done.

If - No Conditions - (To add one, press 'Schedule' or 'Condition') Then Set 'DR / Devices / DR ZW004 Deadbolt' Lock Else Set 'DR / Devices / DR ZW004 Deadbolt' Unlock

As I indicated, forgetting everything leaves, "Alex Will" blank even after you run discover. You need to re-do what Alexa will do. What you say remains intact.
-
Are you not able to run Then and Else program statements using the Google Home device? With Alexa, on runs Then and off runs Else.

Zero count plus safe mode together is a sure sign that the PLM has failed. But, your PLM is under warranty. That should give you a no cost replacement.

The date code give the week of the year and year, not the month and year, so 4216 indicates between October 17, 2016 and October 23, 2016.

That the ISY boots to Safe Mode is a strong indication of a failed PLM. Select Tools, Diagnostice, Show PLM Links Table. Run the test at least three time, preferable when there's little or no Insteon activity. A low count is an indicator of a failed PLM.

An update will not fix your problem. In fact, if you have a problem, it won't go away and may get worse. You need to have a full functioning system before you update. ISY version 5 is an Alpha release. That means, it's not ready for release but is available if you want to be in a test mode. Once again, a scene adjust is primarily to control a dimmer, not a lock. Also, you haven't replied to any of my questions.
-
Routine need to be recreated after an update. The command remains, but the controlled device doesn't. That's because all the device were (or should have been) forgotten as part of the upgrade.
-
v4+ = ISY version 4, v5+ = ISY version 5. Is your UI also 4.6.2? Adjusting a scene is for setting the On-level of a dimmer. Which lock? What else is in that same scene? Unless it's an Insteon lock, the usual program.

It seems that you condition does trigger the Else. Else doesn't run by itself. There must be a condition that triggers the Else statement. Post your program (right click, select Copy to Clipboard).
-
Are you using V4+ or V5+? Do you mean that the particular scene that you want to adjust is missing?
-
The MS is a controller only. A device cannot trigger the sensor. Describe you set-up in more detail. And what do you mean by, "the whole system should reset?" Do you want to reset the ISY?
-
A few others have also run into an extended difficulty.

It could be that the PLM is at end-of-life, especially if it's close to 2 years old. Can you access the iSY from your browser?

Not here. A offline portal may require that you contact support: https://www.universal-devices.com/contact-support/

It'll help if you're having difficulty communicating with the internet. It's a Google service, so really dependable.

UPNP presents a security risk. Try 8.8.4.4 as a gateway.

Fixed, thanks to UDI being so fast

Thanks again, UDI, for your speedy response. All is well

All of my portal accounts show as online, but I'm also experiencing commands not executing, to wit, "spoken is not responding."

As a test, run Then. Does the counter increment? If so, remove the Wait. What's the result?
