PLM Beep went starting to link, Can't add Insteon Device

I'm having several issues. I haven't been able to add Insteon devices to the ISY. I receive a short beep when starting the linking in the ISY, then when I put the Insteon device into programming mode, I get a long beep. Just can't add the device.

 

There are Insteon devices that the ISY doesn't "see" or pickup when I go to programming mode (set button for 5 seconds).

 

I am having new communication issues with deices that were fine in the past.

 

I added a photo of the link table of a device that is giving me communication issues.
