In the launch App (start) you have the option of the Dashboard or the Administrative Console.

I do not get the choice of either the Administrative Console or the Dashboard. The app immediately opens up the Administrative Console for my local ISY994.

you're running the admin console directly then, and not using the launcher.  Please follow the instructions in the first post of this thread:

Configure browser push notifications
Chrome (Android)
  1. Tap the lock icon next to the address bar.
  2. Tap Permissions → Notifications.
  3. Adjust your preference.
Chrome (Desktop)
  1. Click the padlock icon in the address bar.
  2. Select Site settings.
  3. Find Notifications and adjust your preference.
