Is there a way to get a text or email  notifications when a device or scene is turned on/off?  I thought I had seen a plug-in for this.

Yes, with a program. You'll first need to setup email custom notifications.

Also note that due to spam filters, configuration of SMTP settings with your own email provider may be required.  When using default settings messages may be delayed or filtered out by the receiver.

Chrome (Android)
  1. Tap the lock icon next to the address bar.
  2. Tap Permissions → Notifications.
  3. Adjust your preference.
Chrome (Desktop)
  1. Click the padlock icon in the address bar.
  2. Select Site settings.
  3. Find Notifications and adjust your preference.
