How to get ISY99i to recognize 2441V termostat dongle

I tried adding a new insteon device and selected 2441V from the device list. I placed the 2441V in linking mode and clicked OK. Essentially nothing happened in ISY99i to add the device. What could be going wrong?

 

I'm using 2.7.15 ISY99i firmware.

Please do be kind enough to peruse the following document:

If it still does not work, you would have to make sure you have Access Points in the vicinity of your thermostats to make sure you have RF coverage.
