Programs which trigger on Fast on and Fast Off not working

I have a number of programs setup in my ISY that act on Fast On or Fast Off of various switches, or take action when something is switched off. These all worked fine for years, but after a recent series of power outages, none of them work at all. Other programs, including ones triggered by sunset and sunrise, and ones initiated by Amazon Echo work just fine. I've tried power cycling the ISY and the 2413S and the but it doesn't change. When I look in the Event Viewer with level set to 3, I can't see any traffic other than that generated by the ISY - like if I turn on a light with a switch nothing shows there, but I don't remember if it i ever did. Anyone have any suggestions as to what steps I can take to try to resolve this?

Use the Restore for each device in the admin console.

Insteon devices can lose one channel of comm upon being volt jolted.

How old is the plm? Insteon devices, especially the plm can be affected, damaged by power blips and age doesn't help.

There's a sticker on the back with 4 digits, what are those digits?
