I have an ISY994i that was purchased with Zwave built in.  My Zwave version is 6.81.00, so I'm thinking I have a 500 series board.

If I wanted to upgrade to an eisy, do I need the full Zwave dongle, or is there a board in my ISY994i that I can remove and put in the Zwave dongle case?

Yes, if you use z-wave. If you buy an eisy and use z-wave and want to use the ZMatter device then get it from UD. I'm not 100% sure if 3rd party z-wave controllers work on the eisy. I haven't tried other controllers and kept up enough to recall if others use them with the eisy or just the Polisy.

The board inside the ISY994 is not compatible with anything for the eisy. 

See this post for information about identifying your z-wave board in the ISY994.

In addition to @Geddy remarks, the UD Zwave Matter board data can be backed up whereas a 3rd party zwave dongle most likely will not have a backup feature supported by the eisy.
