Weird Behavior for Kitchen Lights

I have 5 ceiling canned floodlights that in the past few weeks have started to behave weirdly. Three of the lights are controlled by a single Insteon 2476D (South Kitchen Lights), two of the lights are controlled by a single Insteon 2476D (North Kitchen Lights), and there is a third switch that can control the first two switches. Actually, the North Kitchen Light Switch and the South Kitchen Light Switch turn on all 5 lights. In addition to which I have a Universal Devices ISY 994i/IR Pro running 5.3.4 Firmware. When I turn on the lights the South Lights come on, and after a few seconds the North Lights come on, and a few seconds later the North light go out for a few seconds and then come back on. This blinking repeats itself several times before the North Lights remain on. I should add that while the switches are dimmers, I don't ever dim any of the lights.

I am attaching pictures of each of the switches and screen shots of the Membership for each of the devices and the scene I have created.

I would appreciate any guidance in order to determine what needs to be done to correct this behavior.

If they were working fine and you confirm that you didn't change anything, I would start by doing a factory reset on them, then a device restore from IoX. I would start with the South Lights one if that's the one that seems to trigger the odd behavior. Test that, and then do the other one if problems persist.

I would start by opening your program summary page on a laptop and then, while watching the page, click on the light switches and see if any programs run. That would cover what @oberkc was proposing.

If it proves that no programs are running, then I would move on to what @Guy Lavoie suggested.

If that doesn't work, I would delete them from ISY completely, factory reset them, then add them back in to ISY. Be sure to note all of the scenes and programs they may have been part of prior to deleting them so that you can quickly create them again.
