Cannot connect ISY-994i from new computer

I am migrating all of my files to a new computer, but cannot access my ISY-994i from the new computer.  I can access it from the old computer that is still active, but not from the new computer.  I installed JAVA and the admin.jnlp from the Universal Devices site, cleared the JAVA cache, but when I click the link get only a quick flash on the screen.

I am running Windows 10 on both computers, and my ISY firmware is 5.0 or better (I didn't note the specific version).

Both computers are connected to the same network.  What do I need to do to access the ISY from my new computer?

@jimk33 First, make sure you have the standard Java you download from java.com:

Make sure you remove any old files of admin.jnlp or start.jnlp you might have downloaded in the past.

The easiest/best way to access the ISY994 is by using the ISY Launcher (released in 2018). This is a quick download of start.jnlp. When run this download the process adds the "ISY Launcher" icon to your desktop. This process will always ensure that your User Interface (UI) and Firmware (FW) match. That's always ideal.

Then, when you double click this icon it will open the ISY Finder.

Be sure when clearing the Java cache that you select all three boxes/options:
