Not sure what your context is, but I have Elk 2-way wireless and Z-Wave in my installation, and there's no issue what-so-ever.  Both work as intended.

I have my insteon lights turnnon when the system is disarmed so I'm assuming zwave will be no different

I have programs that start Z-Wave ceiling fans when doors are opened during the summer, meaning that Elk zones are violated.  Again, it works as intended.
