Program Runs, Main page shows devices OFF but they're not

I have a program that ran this morning to turn off outdoor Christmas lights after sunrise.  The program ran.  The Main page shows the devices are OFF (attached screenshot) but the devices are both still ON.   I have a new Eisy coming and I'm not sure it will be better at controlling these are not.  The lights are plugged into INSTEON outdoor outlets.  Ideas?

Anything in the Error Log?

Nothing at the time of the program running.  Attaching the event viewer contents for 7:53a the time the program ran. The 2 INSTEON addresses are the addresses of the outdoor plugs.  Not sure if this helps or not.

I posted this in another thread, but what's always solved this for me is 1) restoring the device from the AC and 2) increasing the retries from the PLM. 

I also have an old power strip in the basement I keep my Christmas ones plugged into all year, and since doing that have experienced no issues.

OK, sorry for the late response.  So these are the older, 2456S3E plugs.  Would the newer 2634-222 units work better? Why?  

EDIT: Does the newer unit do power line AND RF signals where the old unit only does power line?

The 2456S3E is the older designed. Power line only module.

The 2634-222 is a dual band using both RF and power line signals.

The dual band should work better. If their is another dual band module close enough to handle passing on the commands. If you have some power line noise. That could effect it working.
