System notifications to Notification plugin

I went back and reviewed the intro thread for system notifications via UDM

UDM system notifications work for me and not suggesting removing them from UDM. The question is, is there a way for them to also be provided to the the Notification Plugin? Not a hight priority; but it would be nice to have all notifications in one spot.

I can see an "order of events" problem in this request;  in that system notifications can't be sent to a plugin that hasn't loaded yet... and which notification plugin to pick when there is more than one iox device.

System Notifications come from Portal which monitors the connected state of equipment linked to the account.  If any linked equipment comes online or goes offline a notification is (can be) sent to any mobile device logged onto the same Portal account.  While it may be possible to send an event for the online state to specific equipment, the offline event would fail everytime as Portal can't communicate with the system.
