The Insteon skiil allows querying devices when you tell Alexa to ask Izzy for the status. But, you cannot query a scene nor a program.

Scene set from devices vs scenes set through ISY
The ISY has a limit in the amount of links it can handle. By creating the links manually, no ISY links are used. But if you ever need to do maintenance such as Write Updates or Restore or replace a device, you will need to manually recreate the links. Also, you won't be able to control the scene via the ISY, only one device at a time. You could not use the scene in a program, if you add (or have) the portal, again, only one of the two devices can be controlled at a time. There is no difference in response time. The ISY creates the exact scene as you did manually with the exception that the ISY is aware of the scene. Once you use the ISY to create the scene you can remove the ISY and the scene will still function.

I'm not aware of any US owned and based manufacturer that's not only aware, but also well versed in the simpler metric system. Too bad Cº are so coarse compared with Fº. A solution is to allow ½ increments, but that's not an easy code accomplishment due to the structure of coding. Passé Pascal preferred poster

You can query any device in the scene that you've also added to the portal and Alexa unless turning the scene on turns that specific device off. You don't need to add an extra device. However, you need to ask Alexa tell Izzy to get the status of the device.

No Insteon manager knows if a scene is on or off, not even the ISY. The Insteon protocol does not have that function, probably because turning the scene On can turn devices ON or OFF. In fact, my movie scene dims some devices and turns others off. You'll need to determine the status of specific device in the scene.

I agree with mwester. We just don't know the actual reason. Anything else is pure guessing. As far as other countries, I'd guess that Amazon has a local server in that country that does "speak" the local language. True. I'd have to buy Prime for each account. But I have an upscale stereo system. As an audiophile, anything less just doesn't make it for me. That's just me. I wouldn't expect most to spend more for their sound system than their car

I have Prime and four Amazon accounts. Only one account is Prime, the others are dummy accounts as far as I'm concerned. I never use them except for the portal. I have no issues at all with the Prime features (on that one account only).

It's unlikely that the red and/or black wires are neutrals. Remove the 3-way switches (secondary) at the other end. The red wire from the Insteon switch should be capped. What else did you find? You can disregard any ground wires.

Info only: Insteon devices connected to the load are primary switches. Those not connected to a load are referred to as secondary. Insteon allows any number of secondary switches.

That'd be true only if the other end are standard 3-way switches. If so, then they couldn't be "slaves" as the OP indicated. But, only the OP knows for sure if they've been replaced.

Absolutely, yes. Add the scene to the portal, use the scene name as the spoken, then use discover in the Alexa app.

Duplicate alexa device entries
Alexa keeps all device/scenes/programs that were ever discovered--unless you "forget" them. So, forget all devices (scroll to the bottom of the Alexa app) and run Discover again.

What's a gathering room? BTW, for major attention, flashing a light doesn't hack it. I use a strobe.

I use a candelabra bulb (in a candle lamp) set at a dim level in our bedrooms to let us know if a door is unlocked or a slider is left open. They're easier to spot than a KPL button (which we use to tell if any of the garage doors are open). OTOH, you can use Izzy to determine the status of a device, but not a scene because scenes actually do not have a status.

If you need to know if the light is on, then there's currently no way to check the status. But if you merely want to be sure that it's off, then you just need to issue an off command. On or off, the light will be off after such a command. I use that logic to ensure that doors are locked. I don't, at any particular time, care if the lock is unlocked or not. I just want to ensure that it's locked

Replacing a dead ISy-994izw
My ISY is in an out-of-the-way location for just that reason. A also have my keyboard on a sliding drawer for exactly the same reason. BTW, was any of the drink saved?
