That the spoken can be entered from the Notes option is from before the portal. Since the advent of the portal, the Notes spoken serves no purpose. I don't know if it'll be retained in Release 5+ as it has no use anymore.

All Echos can have the same wake word. Only one will respond. But, I prefer multiple accounts. I like telling the Echo to turn on the light or fan in the room I'm in without having to specify the room name. Spouse likes it too, that matters

The Harmony is ISY compatible--if you have the IR module.

Click on the label Alert, scroll to Variables, select the variable you want inserted at that point.

Although you can give the Echos different names, without multiple account they all control the same devices. Multiple accounts allows you to have different devices in each account which, as Gary indicated, permits you to say, Alexa, turn on the light," and have it turn on the light in only the room you're in.

Click on Type at the top of the column to sort. Click again to sort in the opposite order.

Try rebooting the ISY (Configuration, bottom of System panel).

An in-wall outlet with an insulation gasket will probably withstand cold better than the exposed outlet.

I don't believe that there are 3 VDC power supplies with a battery backup, but there are 3 VDC power supplies and 3 VDC battery chargers. But, why would you need a battery backup? If power fails, then you couldn't operate the GDO even if the remote has power.

Did you create a button A scene with the A buttons as controllers and the lights as responders? Which devices are Lights 1, 2, and 3?

Yes, a program can accomplish that. But a program will introduce a delay whereas scenes are immediate.

Create a scene each button letter. Add all the A buttons to the A scene as controllers, B buttons to the B scene, etc. You will also need a device connected to each load that's at least a responder.

The OP was quite clear. Only one device is wired to the load and all devices are linked as controllers. That's standard vernacular for a correctly wired Insteon muti-way configuration. There is noting to indicate series wiring nor even a 62% On-level. A scene is the simple solution

Create a scene where all devices are controllers and set the level of the device wired to the load to 50%. Even the On/Off switch can dim and brighten the wired device.
