IoX Launcher will not load LAN Console
It sounds like your SD card, You should try removing and cleaning its contacts with a soft eraser again. The contacts have a tendency to oxidize. Ttake a look at this article. ISY-99i/ISY-26 INSTEON:Replacing/Formatting an SD Card - Universal Devices, Inc. Wiki

Do you have a VPN, if so disable it. Do you see your your ISY in your router? Check your ISY power supply What happens when you try to access your ISY via the IoX Launcher using the LAN option, any error messages?

I don't think it has been formally released yet

Rain Sensor?
Another option is to use an outdoor sensor that measures LUX. When the sky clouds up the lux will drop.
-
Rain Sensor?
You could invest in a weather station that's more sensitive to rain such as the Tempest. The problem is that a light drizzle will probably go unnoticed

IoX 6.0.0?
Yes, your firmware is current 6.0.0. This is the latest release Make sure your Zigbee abnd Zwave antennas are connected to the correct connectors, if they're reversed it will cause communications issues. You can also try removing power from the eisy for about 30 seconds

zwave devices lost after upgrading to 5.9.1
Put the Kwickset lock into the linking mode then do an Exclude then an Include from your Zwave menu. Sometimes the locks need to be moved closer to the controller

Symptoms of a failing PLM?
The newer PLMs have updated firmware and hardware. The life of the PLM will vary depending on its enviroment, power surges in your home, etc. Being that your PLM is quite old it wouldn't hurt to replace it with a USB PLM. The USB PLMs are currently back ordered and expected in November When you do a PLM link count the counts will always vary depending on the activity of your Polisy The communication problem your having could be due to noise on the powerline, or a failing Insteon device. Electronice devices , such as a UPS, TV, or power supplies, can also cause powerline noise On a device that you're having a problem with, right click on it, then click in Diagnostics | Show device link tables. After the table populates click on Compare. If you have any mismatched links then do a restore device

PLM / Not Connected ??? (2413U)
@jim_ Not sure how your insteon support became unchecked. It's possible that you may have accidentally clicked it. At least you're back in business without having to buy a PLM What are your firmware and UI versions? As @Brian H mentioned, a factory reset on your PLM erased all it's data. What you needed to do was a "Restore PLM" assuming you have a viable and current backup. After you get everything working be sure to do both an ISY backup and a Zwave backup Here's the restore PLM info: Click on the Battery icon at the top. This will prevent EISY from trying to update programming on your RF devices which are probably in sleep mode Click on the Restore Modem (PLM) menu option In case EISY cannot communicate (or decides not to if it’s an RF device during the process, you will have a series of nodes with green 1011 icons in the device tree. For each one of those nodes: If an RF device, ensure that the device is in Programming mode (awake) Right mouse click | Write pending updates If the above procedure fails on many of your devices, it's highly recommended that you follow the instructions for Restore Devices.

Diagnosing Communication Issues Thoughtfully
@matapan The phase bridging device your electrician installed may or may not be designed to pass the insteon powerline signals which are at 131.65Khz. It's best to focus on using the Insteon dual band devices to bridge both legs of your powerline. This is accomplished by the devices on opposite legs of the powerline communicating with each other via RF. Having more dual band devices in your system creates a reliable Insteon mesh network. The best devices to use are plug in modules because they have external antennas. Devices mounted in boxes in the walls have their antennas in the rear of the device which limits their RF range.

Diagnosing Communication Issues Thoughtfully
@matapan Take a look at this manual, it describes the 4 tap test. The test should work on almost all of the dual band modules 2992-222 Range Extender.pdf

Dumb this down for me, switching from ISY to eISY...
The Zwave module will not work unless the antennas are connected The zwave module has a range of about 25 feet taking into consideration walls, etc. Zwave is an RF mesh network and requires either a range extender or other modules to relay the zwave signal beyond the range of the zwave controller module.
