PGC, PG2, PG3....differences, purposes, futures?

My understanding: 

PGC --> Cloud based polisy, a few Nodeservers here that dont / cant exist on local Polisy. Less NS than on PG2. I use the Ring NS from here.

PG2 --> Local polisy through the blue Polisy unit. Store offers more NS than PGC, but a few, like the ring, aren't able to be local.

PG3 --> ??? Purpose? will PGC and PG2 be migrated to PG3? Will I need to install it on my Blue Polisy? Must have missed something here. Any further explanations, plans would be helpful.

PG3 is for Polisy only. It'll allow developers to charge for their work
