The modules you are controlling. Have their own link databases in them. Including the PLM's six digit id. So messages from it will be processed. Even if the PLM database is empty. Messages sent back may not be seen if the database is empty or does not have the senders ID in it. Power cycling a few times sometimes temporarily let the PLM function again. It will not last for a long time before again stopping to function. 02 69 15 message looks like it was a 15 NAK. Either unrecognized command, end of populated database found. I believe you thought you may have heard a cracking. In my electronics servicing. Sometime a capacitor my crackle as it pops it safety vent as the capacitor is failing. Sometimes even letting out the magic smoke.😀

Cable to connect 2413S to eisy?
The ISY9941 does not use the DB9 to network style connector cable in the box. It uses a standard network cable between the units and it has serial signals on it not a typical network signals.

Yes it is different. The 2413S has a Network cable doing Serial communications. I would use the accessory EISY cable. Using some other USB adapter will not have the needed signal pin outs to work. Now if you used a USB serial adapter and the serial cable in the 2413S box. That should work. Though most users never found the cable in the box and accidentally tossed it with the 2413S's box.

Do you have the older 2412S PLM? If you do is your ISY controller powered by a wall wart? The 2412S PLM had power on the cable between the PLM and controller. The presently sold 2413S PLM does not have that power. So it needs a wall wart supply if you do not have one now. Checked the Insteon site and the 2413S is in stock.

You have to wake up motion sensors before you can access them to make changes. As they go into power saving sleep. If you have the motion sensors model number and need the users manuals. Post them and we maybe able to help.

SmartenIt EZIO8SA Installation on ISY-994i
I did a few tests. On an early production EZIO8SA. Both 2412S providing power and a 2413S with a +12VDC 500mA wall wart. With the 2412S I used the drop down list and manually picked the EZIO8SA. With the 2413S I used the Auto Detect choice. Using the PLM's six digit ID as the address. On my ISY994i. Firmware 5.3.4 Both where detected as the Compacta EZIO8SA and 8 links where added to the Control Console List. Some users here found the two analog inputs AN1 and AN2 had noise on them if not used. They are high impedance and could pick up noise. Connecting them to GND stopped the noise. Found a later quick guide. Shows both the EZIO8SA and their version PLM I tried the 1-Wire Input and a DS18B20 and did get some information back. In the Smartenit Utility. I do not think it is in the ISY controller. I should have added more information. Except for a short while. The Smartenit PLM was a2412S PLM with a custom daughter board. It also provided a unregulated +12 volts on the cable from it to the EZIO8SA. The 2413S does not have this voltage on the cable. So the EZIO8SA has to be powered through the external power input connector. To power it. Just checked and it maybe listed as a Compacta EZIO8SA as Compacta was the original manufacturers name under Simplehomenet. You should see it in the list as a 07.04. It will still have the six digit ID of the connected PLM but ID as an EZIO8SA not as a PLM. EZIO8SA_Quick-Start.pdf

SmartenIt EZIO8SA Installation on ISY-994i
You are using an external wall wart to power the EZIO8SA? When you have a PLM connected to an EZIO8SA. You may see the LED on the PLM flicker as the EZIO8SA programs the PLM to identify as an EZIO8SA's Category and Subcategory as it is a EZIO8SA. Have not done on in awhile but I believe there was a separate place in the add a module list. Is that where you are trying to use it?

V2.4 has the later capacitors and new serial port board. Including the better serial port interface chip and protection on the two serial interface signals.

Yes that is correct. I was incorrect the 2842-222 was the later number for the SkyLinc 2420MS. When they made a few different models for other areas of the world.

2420M is the original Motion Sensor made by SkyLinc. The 2842-222 is the new number given to the original 2420M when they also had different areas of the world.

From the above thread. With no PRO module added. Your limits are much lower. Posted October 12, 2019 The sales page shows. The ISY994i has Max Nodes 254, Max Programs 300. Pro models Max Nodes 1023, Max Programs 1024. The early 2412S link database is like 417 links later 2412S was ~2000 but 800 was what most found before a time out was caused. 2413S is 1000.

FYI The Range Extender is actually a 2457D3 Lamplinc with the dimmer parts not installed. Just for a quick fun. Look at the FCC Number on the Range Extender and your Lamplinc. It will be the same. It may be a device on the effected electrical box. Like the Access Point devices. You do not physically link them into your ISY994i. They just process Insteon messages and resend them back into the system. You can use the built in Communications aka the 4 Tap. To see how it is working with modules.

I also have an ELK ESM1 that shows thing like noise. Also a JV Digital XTBM X10 meter that shows noise and Insteon shows as a corrupt X10 Message. Also built a Oscilloscope adapter ELA posted here. Used an X10 phase coupler with Isolated winding. One was on 120VAC input and the other side was used to output to a scope.

Thank you for doing the tests and reporting the findings. I did something similar on a 2412S power line only PLM. The noise making device is not too uncommon. I started with X10 and we saw similar things there too. The Config File missing has been reported here. The new PLM is probably fine but there is an error in one of the configuration file entries. Maybe helpful to you at sometime. The Access Points where made using two different base boards. Any of the V1 where on the Powerlinc board and worked well. The V2 that also worked well but where built using the same base board as in the 2413 PLM and subject to the same capacitor failures. I had to rebuild both of my V2 Access Points with better replacement capacitors.

I have information on a V2.75 (417 Links) and a V2.9 (2016 Links). I do not have any V2.8 unit to look at. So I can not say if it is the small or large Link Memory.

Yes the 2412S did have a DB9 to RJ45 cable. In the packing material and many tossed it not knowing it was in the box. You would have to convert the DB9 end to USB and double check you got the correct connections. On a USB converter as the serial pins are not the typical DB9 pin out. The eisy serial cable is still the safest. May be the user can give us the revision number on the 2412S. So we maybe able to find out if is the original 417 link database or the 2000 link database. On the ISY994i the 2000 link database would start to miss link at ~ 800 links. Theory was memory too slow and the ISY994i timed out.

No do not use a 2412S. It has a slower speed Link Database and depending on age a 417 Link Database size. It also has a unregulated +12VDC usually close to +18VDC on one of the PLM interface connector.

What About POLISY?
Near the bottom of the announcement page. It says due to the limited memory space in a Polisy. It is not known if it will be available for that model. Still being evaluated. Hopefully they can get it working for Polisy owners also.

Yes the scene test is worse case. Forces the Hop count to one if memory serves me.

I agree. That is a uncommon problem. It almost sounds like the Link Database ram is starting to go bad and can not be written to above a certain memory location.

I personally would not use it. The EZICOmm #5010k depending on its age could be the real old 2412S PLM or short time sold dual band 2413S. The 2412S has unregulated 12VDC (typically ~18.5VDC) on one of the serial pins on the PLM. It is also quite old and may have the smaller link database memory in it depending on its age. If it has a date sticker on it at may give you a clue.
