The unreachable device (!) will have no effect on the program per se.However, the problematic device will not respond to the program's commands The device certainly will not respond it it's not installed. Some leak sensors require that they be reset manually. Have you tried that?

I've never had any reliability problems using any dry contact interface to trio the sense on an I/O Linc, even after years of service.
-
First an foremost is a neutral in each and every switch box. That'd code now, so it shouldn't be a problem, but it's wise to remind the contractor/electrician. With the ISY, you can do virtually anything you want concerning those three lights. Turning on (or off) a light will never turn off (or on) another light unless you specify that to happen, In fact, you can have one scene that does not affect the other light and one that does, your choice.

Try synchronize.

I didn't mean that the command was restricted to programs, only that "close" worked and "open" didn't. In every other situation where those command worked, both did. Again, not so. I can also use both "open" and "close" to control KPLs and SwitchLincs.
-
Not so. I agree that "open" doesn't work for locks whereas "close" does, but both commands work reliably with our garage doors. I never use it outdoors nor do I ever raise my voice for that task. In fact, I never use any Alexa command where it can be overheard.
-
I discovered accidentally that I can use "close" with some programs, but not "open." I do have two programs ((identical, except for which of two identical devices they control) where both open (Then) and close (Else) work.

I use a program to turn the scene off when the Mini Remote button sends an on.

I do have a situation where I needed to disable and re-enable a program. Our driveway gate sends a notification when the gate opens and then again when it closes 30 sec later (using the built-in relay and an I/O Linc). So I disable the sending program for 40 sec after the notification is sent.

Yup, swap STATUS and CONTROL
-
If the trigger statements include Status, then running IF won't work unless the state of the device changes at the instant Run is initiated. Calling THEN or ELSE is not affected by this restriction. Hmm, I don't believe CONTROL will work either. It's best to "paste" your errant program in it's entirety. Include the calling program, too.

A scene can only control devices. It cannot trigger a program. You can name programs and scenes anything you want. The Amazon Echo doesn't use the scene or program name, only the spoken that you assign to the program and/or scene which can be nearly anything you want. Create a program that includes both resource and the scene. If your only concerned that the Echo runs the program, then you don't need to have any condition (If statements).

You only indicated what to occur during the specified time, but nothing about what to happen at any other time. Also dbuss is correct, you need to specify the next day in the From..To... statement.

Which specific humidity switch?

What do you actually do when the power is down, but the ISY is powered? With the ISY, that is (other than Z-Wave battery powered devices, e.g., locks)

No buttons are mutually exclusive unless you make them so, usually via a scene. Your Mini Remote scene should have both the Mini Remote button and KPL button as controllers. For example: Scene Light KPL Button A Mini Remote B responder Pressing KPL button A will cause the button LED to be lit, pressing Mini Remote button B will do the same. If the buttons are in toggle mode, then you may need to press Mini Remote button B twice sometimes. That's because you can control the state of the KPL button using a scene, but you cannot control the sates of a Mini Remote button. If you use non-Toggle mode, then you'll need a scene or program for each of On and Off.

We've all been down DUH lane -
The ISY can take a variety of power supplies. I'm using a 12VDC supply on one ISY. Current rating is important, at least 1 amp.
-
The 9 minute ramp rate has been discontinued by Insteon, but the ISY has it to allow older devices to use it, if desired. Setting a device to 9 minutes should be the same as .1 second in later devices, not 10 seconds. What's the result if you use the Administrative console to turn the device on and/or off? BTW, the Amazon Echo sometimes takes a few seconds to respond (but not 10). Do you have any non-dimmers that you can try controlling by voice?
-
Those same options are available with v4.6.1, maybe even earlier.

The LEDs on a KPL button need to be controlled using a scene. You can link a button on the Mini Remote to control the scene. The scene can include the KPL button, the Mini Remote button (both as controllers) and the responding device. But if the buttons are set for non-Toggle on, then you'll need a program to turn the KPL button off.
