Repair of 2413S PLM When the Power Supply Fails
Thank you for posting the ESR values from the original capacitors. As I don't have an ESR meter. The values you posted look really terrible. The two 10uF/35V C7 and C13 are on the small switching regulator and should be low ESR. As the regulator runs at at 200kHz. My later hardware revision 2.1PLM. Has 100uF/35V ones in C7 and C13. Though my 2.1 has the same questionable brand capacitors as my older ones. Gee the100uF/35V ones in mine have a bigger sized can. Better to swell up or blow the rubber seal out of the bottom. When they fail.

IO Linc 2450 failures
I have the schematic of the Leviton 6289 part number version of the X10Pro XPNR. A fair amount of electronics in it. It is tuned to the X10 power line frequency of 120KHz {Insteon 131.65KHz is close}. With a signal transformer. Any noise above a Zener diodes break down voltage will clamp the noise, on the secondary side of the transformer. Also has a 470 volt Varistor across the connection wires. To kill high voltage spikes over 470 volts. A Snubber. Is a series capacitor and resistor. In a molded case. Using parts that are certified to be used across an AC power line. They shunt noise spikes from Line back to Neutral. The capacitor can absorb some of the Insteon power line signals depending on it value.

IO Linc 2450 failures
I don't see any received Insteon messages back from the 2450. Just the commands sent to the PLM for writing to the 2450. Is the LED on the side of the 2450 On? Have you tried a power cycle reset on the 2450? Maybe a Factory reset on the 2450 and then a restore device.

Elk water shutoff valve and Insteon I/O linc
Sounds like a good way to go.

Yes the White Trigger wire connected to +12 volts the valve opens. When the White Trigger wire is removed from the +12 volts it closes. The valve is always powered by the +12 volt Red and -12 volt Black. The Green Feedback Common connection is for both the Orange NC and Purple NO signals. Ground on the IO Linc is used for the Sensor Input signal. If the Green Feedback Common is not connected to the IO Linc Ground. The Orange NC or Purple NO signals from the valve will not be seen. What may have not been clear. Is the IO LInc Ground for the Sensor Input and +5 volt output. Are not connected to the IO Linc output relay Common terminal. I was looking at the ASV Connection diagram. The Feedback signals are in reference to a security systems zone connection being used. In the normal valve open position. Status Normal. The Orange NC to Green Feedback Common maybe closed. The Purple NO to Green Feedback Common maybe open. When used with an IO Linc Sensor Input. You may have pick either Purple or Orange to get the results you want to see.

For the GreenField ASV Red and Black from the PS100 power supply to the valve. Red from the PS100 also to the IO Linc COM Relay Output Contact. White from valve to NO of the IO Linc for the valve to open when the IO Linc is turned On White from valve to NC of the IO Linc for the valve to close when the IO Linc is turned On. Green Feedback Common from valve to the IO Linc GND terminal next to the Sensor Input. Orange to the Sensor Input if you want the sensor On when the valve is closed. Purple to the sensor Input if you want the sensor on when the valve is open. Insulate the unused feedback wire so it can't touch any other connections.

No completely different connections. The feedback connections indicate open or closed. Not to be connected to the IO Linc NO and NC relay contacts. Maybe to turn the Sensor Input On and Off depending on valve open or closed. + 12 volts and - 12 volts are always powering the valve. Putting a +12 volt signal on the White Trigger wire opens the valve. Removing the +12 volt trigger should close the valve. Depending on if you want the IO Linc to open or close the valve when On. Would determine if you used the NC or NO output to control the valves +12 volt trigger signal.

The ELK original WSV was quite expensive. The improved model WSV2 is even more expensive. I guess the manual handle on the bottom made it more costly.

That looks correct. The valve will Open when the IO Linc output is turned On and Close when the IO Linc output is Off. The Sensor will be On when the valve is closed.

Looks like you have the valve control part correct. Move the Radio Shack relay NO connection to the GND connection next to the Sensor Input on the IO Linc. Leave the +12 volts supply where it is now. That way when the Radio Shack relay is turned On and Off by the valves Status Signal. It turns the IO Linc Sensor Input On and Off. Through the Radio Shack relays contacts.

Your diagram is incorrect. Connect the +12 volt power supply voltage to the IO Linc Relay Common. Connect the -12 volt power supply to the Black wire on the valve and relay coil. With the Red on the NC and White on NO the valve will be closed when the IO Linc is Off. When the relay in the IO Linc is switched. The +12 volt power on the IO Linc relay common terminal is switched between open and closed valve inputs. Indication of status. Wire the Green from the valve to one of the relay coils terminals. Wire the other relay coil terminal to the 12 volt common of the power supply. That is also connected to the Black Valve wire. Then use the dry relay contacts of the relay. Wired to the Sensor and Common Inputs.

EZRain/EZFlora Irrigation Controller Issues!
The Dual Band 2413 Base PLM boards where the ones with the power supply issues. The older ones with the power line only 2412 Base PLM boards didn't have the same power supply issue but maybe old enough to have just failed. Due to age. The latest hardware {2.0 and above} 2413 PLM boards are supposed to have updated parts in the power supply area. If you are handy. The same capacitors we replaced in the 2413S PLM will also work in the base 2413 board in the EZflora. http://forum.universal-devices.com/topic/13866-repair-of-2413s-plm-when-the-power-supply-fails/

Repair of 2413S PLM When the Power Supply Fails
If everything is working 100%. It is possible you had some links from changes or removed devices in the Link Database. The restore would not put the unused links back. So your count is now only the active links.

Garage Door IO Linc disables the actual door button
You may want to check the Relay Output Mode. It could be the relay is not set to momentary. If it is stays On it will be just like you where holding the button all the time. You also don't want it set to relay follows Sensor Input.

Repair of 2413S PLM When the Power Supply Fails
Thank you for the added information on your 2413S PLM. Happy to read it is now functioning again. I have also seen some real poor soldering and cleaning in Insteon modules. 1239 is 39th week of 2012.

Questions about capability of ISY with insteon
I have seen the older discontinued in the US 2442-222 HUB modified for PLM use. As it has a separate Network Board in it and a Serial Board can be wired in place of it. My thoughts are the firmware may also be changed. The older 2242-4?? International series HUBs. With the proper local countries RF frequencies are still being sold. I believe the modified ones where from an Australian vendor. The newer 2445-222 HUB has all the networking on the same PCB. Not too sure if can be fudged for PLM use.

Portal Tab not showing up
The Network Module after purchase. Is yours for ever. The Portal Module 2 year subscription has the Network Module as part if it. I believe it goes away after 2 years if the subscription is not renewed. UDI's excellent support staff, can easily fix it as pointed out.

Portal Tab not showing up
Did you purchase the Network Module or the ISY Portal two year subscription that has the network Module in it? http://wiki.universal-devices.com/index.php?title=Main_Page#ISY_Portal.2FAmazon_Echo.2FIFTTT

EZRain/EZFlora Irrigation Controller Issues!
Have you tried the problem EZFlora in a different location as a test? If you do a Show Devices Links Table test and then use the compare tab. Do the links in the EZFlora and the ISY Links Table match?

All Devices Trigger for No Reason
Was it around 3:00 AM when the System Query is run? Do you have any IOLinc modules using the Sensor Reversed option in the ISY Administrative Console? What firmware revision are you running and is the UI the same version? You can use the Search function here to find others reporting basically the same problems and possible fixes..

ISY 994 + EzFlora = zones won't open
You have determined it was the transformer is bad and not just disconnected on the EzFlora? No it does not have to be that brand. Smartenit sells a 24VAC 20VA transformer for the EZFlora. http://smartenit.com/product/24vac-20va-transformer/ You don't have to get it from them either. You need a transformer that is 24 VAC 20VA output.

Outdoor motion sensor: Dakota Alert 2500 + I/O Linc vs. Insteon 2842 in a box
The Dakota Alerts 2500 receiver has a four dry contact outputs. I have seen users trigger the I/O Linc Sensor Input with one of the relay outputs.

ISY 994 + EzFlora = zones won't open
The transformer wires also look like they are close to the largest wire gauge the terminal strip can handle. So extra patience is needed to get it into the terminal and get a good solid grip that will not pull out again and no stray strands touching the next terminal over.. I second the tie wraps or wire straps to take the strain off of the wires and terminal clamps.

Wiring A 2477S
The 2477D or 2477S both still will need a Neutral power connection. Are you going to rewire so the switch box has Line and Neutral. Then link it to a InlineLinc or Micro Module in the fixture?
-
Wiring A 2477S
Sounds like you have a switch loop. You may want to look and see if there is a bundle of Neutral white wires in the back of the switch box. The two wire SwitchLinc that will only work with a incandescent or 120 volt halogen bulb is a 2474D. As it steals it power through the load and needs no Neutral to work.. The 2466 ToggleLinc and 2477D SwitchLinc need a Neutral power connection as pointed out. You need to run a Neutral into the switch box or rewire the wires to Line and Neutral to power the ToggleLinc or SwitchLinc . Cap off the load wire and install a micromodule or InlineLinc in the lights and link it to the ToggleLinc or SwitchLinc to control it.
