Did you wake them up before trying the restore? One thing we have found out. The 2413S PLM may not restore the old 2440 RemoteLinc if it is close to it. Move the 2440 Remotelinc as far away from the 2413S as you can. So another Dual Band device is processing the RF to and from the 2440 RemoteLinc and is sending the commands over the power lines to the 2413S. I had to move mine to the other end of the house. Where an Access Point handled the RF to and from the 2440 RemoteLinc. Mine failed completely when next to the 2413S PLM.

Are you trying to use the Administrative Console or the Dashboard. Both are available for the firmware you downloaded. The Administrative Console is where you do what you want to do. Did you clear the Java Cache after the update?

When you Query Insteon Engine it writes one byte to the module to get is Engine version back. Could be I1,I2 or I2CS. I too had a PLM with the LED on and not be working. It was not full brightness. That I mainly noticed after changing the capacitors and seeing it brighter.

Have you tried. Powering down both the ISY controller and PLM. Wait maybe 30 seconds. Power the PLM back up and let it initialize. Them power the ISY controller back up.

A 2413S serial PLM is needed. The ISY994i connects directly from its serial port to the serial port on the PLM.

They may have been scrambled by the power glitch. If it happens again. You may want to try a power cycle to do a power up restart. Pulling out the Air Gap Switch and waiting maybe fifteen seconds then pushing the Air Gap Switch back to its normal position not all the way in to do a Factory Reset. Will do a power up reset.

I have not seen any schematics of any of the 2413 devices of any hardware revision. Just the real old 2414 PLC and 2412 PLM I have seen. The PCB is a multi layer board. With copper runs on top, bottom and the center layer. The - pad of C7 where C7- and C13- are connect to. Is connected to the center common ground plane. So you may not find a top or bottom run it was originally connected to. Sounds like the plated through hole actually burned away from the center ground plane. On the solder side of the PCB. The - connection of C8 is also the power supply common. Maybe you can put the C7- and C13- through the original hole where the pads use to be and then do a insulated jumper to where the C8- pad is on the bottom.

I would use caution with a 5 volt 200mah USB charger you referred to. 200mah sounds like a charging rate and the voltage will go up and down to maintain the 200mah charge rate. The 5 volt 200mA rating is most important with unregulated power supplies. If the load was less than 200mA the 5 volts would be high and if the load was greater than 200mA the 5 volts would be low. A fully regulated 5 volt wall wart rated at 200mA or greater would probably work fine. I use a 2.4 amp wall wart for my Raspberry Pi3 and it is not loaded close to 2.4 amps but the output is still correct.

Don't try a Alert Module for a Beacon test. Maybe changed in present ones. Mine is an early purchase. Mine will work correctly if it is the one doing the tests to other modules. In your original post. You asked about the relay being On or Off when linked to the ISY994i. I don't believe it matters. It does matter if you are doing manual set button linking. I tested a 2450 and a table top mounted KeypadLinc. Spare button A and B. Depending on the relay being on or off when linked. I could have button A turn it on when button A was on and button B turn it off when button B was turned on.
